I would say Golden Age Superman had this problem because the stories were not meant to challenge him necessarily. I don't know how much of that bleeds into the modern mindset but I don't think Superman is boring because he never loses. I don't think Superman is boring at all.

Golden Age and Silver Age Supes were still amping up his powers. It was post Crisis in the 80s, they started repowering him radically so foes could start challenging him again.

As awesome as the Donner films are, they are the be all end all of #Superman stories that challenge him as a superhero.

As powerful as he is TPTB keep forgetting he's a superhero who can do per near anything but he can't do everything.

There are multiple ways to make his movies more interesting...

The point of Superman is that he's basically a god who could force the earth to "be good" by taking it over by force. But he doesn't. Instead, he works through (helps) the police, the government, the UN, our human institutions. Because he believes in us. His near invulnerability isn't the point.
