If you look at the detail in the article, it's not necessarily that people are fighting them, they're just collapsing under the weight of their own incompetence and mis-placed self-belief

Fighting what?
They're mostly delayed because all the things they need suddenly got expensive or bought out.
Things don't get built in a trade war or when you lay off all the programmers needed to, you know, program it.
