This whole section from your instructions does not exist, it might be because I am situated in Canada.
There is no options to file a complaint that isn't about a payment dispute, and the page that used to lead to their own "how to file such complaint" has been deleted.

Are you logged out of your own account (if you have one)?

If you're logged into your PayPal it auto-redirects to the PP for your country 🫠

Otherwise the only other thing I can think to try is opening the link in incognito mode
