I mean, it's not *entirely* true. Sometimes the exporting nation will partially meet the tariff cost, either through simply discounting or by subsidy, because they wish to maintain demand. But technically, yes, any tariff actually paid is paid by the country with the tariff.

Consumers know what sales taxes are where they live. Tariffs should be posted up front on goods so consumers can make informed decisions on the total price before purchasing. Most co's will hide them, so kudos to yours. Other co's just raise the price on US produced products. I won't buy from them.
