The 25th requires 2/3rds in the house and senate to permanently remove. If you have those numbers you can impeach; if you don't, 25A won't work

I don’t think it would be likely to succeed, but the public debate would be different since it’s about health and mental capacity rather than shaking down election officials.

Impeachment is a House action. The Senate hearing is on the impeachment referral for removal. Does anyone think Johnson would allow a hearing?
