State capacity in general is a good thing, beyond that freedom of navigation is globally beneficial & has helped lift many of the poorest people out of poverty & there doesnt seem to be anyone willing to defend it. If Germany, France, or Brazil want to take charge enforcing it, fine, but will they?

That's what we have (should have at this point) international organizations and alliances for. Unfortunately they have been destroyed by bad actors, several USA administrations among them.
Better to rebuild them first. Germany, France, Brazil will be part of that. As partners, not vassals.
