That's what we have (should have at this point) international organizations and alliances for. Unfortunately they have been destroyed by bad actors, several USA administrations among them.
Better to rebuild them first. Germany, France, Brazil will be part of that. As partners, not vassals.

None of these countries are vasals, nothing is stopping any of them from greater cooperation. There already are international agreements and partnerships in place with all these issues, UNCLOS first among them, but agreements dont amount to a hill of beans without a means to enforce as we now see.

A finer point, rebuilding the US's ability to rejoin and contribute to those alliances and international organizations necessitates rebuilding institutional and military power as those organizations need force behind them, if its in partnership w/ others, all the better, but US needs to contribute
