Why? Maybe Stalwell's attorney didn't yet know who the person's attorney is. We (lawyers) understand that non-attorneys will provide a cease & desist letter, or other legal letter, to their attorney. We don't expect a layperson to know the body of law behind our citations.

I never cite case law in a letter? Whether to an attorney or pro se? It feels unnecessarily pretentious?

I didn't say not to cite case law in a letter. I usually do. I expect recipient to forward letter to their attorney. If person is pro se or I don't know if person is represented I will explain issue, law, harm & also cite the cases. I am always speaking to the court and to the recipient.
