No pipelines from the golf. More strict rules on pollution so higher quality fuel is required and that costs more. Near San Francisco Airport it is just below 6 dollars per gallon.
Still cheaper than Europe.

part of it is because they can charge that much. Gas refined in California to meet the local requirements is also used in the surrounding states but the price magically drops 75Β’ as soon as you cross the border.
