No pipelines from the golf. More strict rules on pollution so higher quality fuel is required and that costs more. Near San Francisco Airport it is just below 6 dollars per gallon.
Still cheaper than Europe.

Don't see a big effect yet. Maybe 2 more cyclists commuting? Big trucks still idling and revving. Maybe 10 per gallon is the magical wall to make a change?
