I had a laptop once where the bluetooth adapter was integrated with the WiFi adapter (BT uses the same 2.4GHz frequency as 802.11B/G/N, of course). It had a manual switch on side of the laptop to turn off WiFi (good idea; poorly executed), that would turn off BT too, according to setting options.

It's very likely the bluetooth device stopped working, which is why they had to go the 'forget device' route so they could attempt to re-pair it to begin with. I recommend double checking if bluetooth is turned on. It could be part of the WiFi adapter and if WiFi gets turned off, BT turns off too.
