Fun fact there is no definition legal or otherwise as far as high crimes and misdemeanors, it is irrelevant. All it means is Congress can impeach and remove for what they feel is appropriate, hence "misdomenaers".

Consider War Powers Authorization takes 60 votes in the Senate to grant. This gives the Democrats control. Impeachment and removal takes 67 to enact and needs Republican votes.

I would rather argue the POTUS has violated the WPA. That’s clearly impeachable.
