How about an additional 10% Corp tax for companies over $100M in profits.
Corporate landlords with more than 500 units need to have them nationalized and placed into public housing.

But they don't investigate them. You have to file a complaint. In fact I think they have to receive several complaints.

Yes. Additionally, it should not be a tax on profits, but on revenues, as these corporate scumlords love hiding profits to avoid taxes.
