Here's e-Mini explained succinctly.

interesting detail is that even the "politicians shouldn't hold stocks, just market-wide index funds" fix that many people support wouldn't prevent this. Even with the crudest "you only have a gas and a brake pedal" control over their investments they could game the system this way.
