I don't think acting like this guy is some kind of scapegoat for national highways when he was speeding and distracted is a sensible campaign strategy to get normal motorways back. Also, the guy was stuck in the outside lane, so the situation is the same as if it was an ordinary motorway.

Smart Motorway faults had a part to play but I'm amazed people arguing the van driver isn't responsible for the guys death. You shouldn't need a lane closure sign to tell you not to speed into the back of a stationary car. Eyes tell you that.
