Yes, which is why none of them is named the Brussels or the Europe - they're named after provinces. Destroyers and frigates get second-level divisions (Bavaria, etc.) or equivalent historic regions in provinces that lack them (East Anglia, etc.), corvettes get third-level ones (e.g. departments).

Even provinces is a mistake; capital flagships should be either seas (Med, Baltic, Black, North, Adriatic, Caribbean) or major rivers (Danube, Rhine, Vistula, Po, Sava, Seine, Dnipro). Rivers have the advantage of allowing for asserting territorial expansion (Don, Thames, Saint-Laurent, Neva).
