Even provinces is a mistake; capital flagships should be either seas (Med, Baltic, Black, North, Adriatic, Caribbean) or major rivers (Danube, Rhine, Vistula, Po, Sava, Seine, Dnipro). Rivers have the advantage of allowing for asserting territorial expansion (Don, Thames, Saint-Laurent, Neva).

The problem with naming ships after major seas is that those are the seas they're deployed in, and it's going to be awkward to have a carrier called the Black Sea deployed in the Baltic while the carrier called the Baltic is in dock.

Problem with seas in Europe is that no one can agree on what they are named. Rivers could work for the capital ships, I think provinces should be the submarines.

Idk, it's impressive that almost everyone agrees to call it the "North Sea", even the Norwegians and Scots.
