Why *are* so many buildings in Manhattan permamently swathed in scaffolding? It makes the streets look awful.

I don't know this for a fact, but someone once told me owners get a tax break for doing renovations, or something like that. So they get permits for these reno projects, do 99% of the work, but never "complete" the work, and keep collecting the tax break. 🤷‍♂️
