I don't know this for a fact, but someone once told me owners get a tax break for doing renovations, or something like that. So they get permits for these reno projects, do 99% of the work, but never "complete" the work, and keep collecting the tax break. 🤷‍♂️

That's terrible.
I'd assumed there was some issue about safety and the tall buildings - so many have scaffolding caves at ground level as if protecting against things falling from a height.
