Highly unlikely.
About a dozen R Senators say they support it but don't want to waive the filibuster rules to do it (a sneaky way of opposing it).
At least 3 R Senators (Murkowski, McConnell, Tillis) flat out oppose it and all Democratic Senators oppose it.

The only way they pass it is by eliminating the filibuster. But, Republicans know if they do that Democrats will do the same when they get the majority in the Senate so that's probably the only thing stopping this.

They need 7 Democratic Senators or to kill the filibuster. I think it's low but not impossible.

We'd need a fund to help people obtain passports who don't have the means to pay for it if they get it across the line.

I have an expired passport. That it was issued at all is proof of citizenship. Is that enough?

Only ≈ 50% of voting age adults have a passport and currently, the government processes about 2 million per month. Logistically, I don’t see the current admin being able to handle that influx of requests or prioritizing requests from certain states/zip codes.
