been on a testing bender and have always hated that i can't really test my stuff on protocol.

so i spent too much time and tokens working on a package that can standup an atproto testnet (pds, plc & relay) to have full integration testing locally.

no more bs, fakes, mocks, and gaps in coverage

this was inspired by @verdverm.com and the testnet repo they set up here: github.com/verdverm/testnet

`atp-testnet` is the pds, plc and relay/firehose. you can throw dids, plc ops, records and basically anything you would need.

needed this for my new b2b infra product i'm going to be dropping soon™

it feels like everyone is looking for a singular word, but its not going to ever just be one word. until everyone knows what that word means. so pick one, and introduce some user learning.
