There should be a civilian service corp that everyone has to do like two to four years in. Get everyone out of their hometowns and working with people from other parts of the country. You do that or you do a stint in the military. As for fields of work, those three are a solid start.

Entry level staff at any federal agency could be drawn from such a pool.
Something to foster a sense of one another’s humanity and shared experience.
