How about; Arrest them. Confiscate their keys, impound their vehicles. Charge them. And make release of their vehicles contingent on a significant bond and undertaking not to engage in further blockades with same/similar vehicles.

I'm pretty fecking far from a "law and order" voter, but you can't have a small group blockading critical infra and wildcat protests bringing multiple cities to a grinding halt for days at a time.
