A lot of googling! And the complaint form I only found on the UK site - if you're logged into PayPal prior to following the link it'll just redirect you to your country's page unfortunately

Oh, well then yeah, in the US it seems I can only complain via the donations complaint page. Can't seem to contact a general complaint desk.

You can submit on the UK page even if you're in the US! You just have to first be sure you're signed out of PayPal, then follow the link

Otherwise you have to use their chat feature, make the AI bot transfer you to a human, then submit the complaint
