Not solely, perhaps. I believe the actual word he used himself was "discrimination." But I think it's not coincidental that he write that book in 1961, in the midst of the US civil rights movement, and that the difference between the two Speech tribes is something cosmetically visual on their skin.

Not coincidental, but I would guess that he was aware that it would generalize and that kids are exposed to and propagate a lot of forms of arbitrary discrimination.

(I do think makeup probably did not occur to him, but who knows 💄)
