It does for certain limited amounts (like the PSR act) but not for operating costs

Although, a lot of the facts here are just…not factual. Like it hasn’t been self sustaining and has actually been losing money (a lot of money) for two decades nearly (a net loss every year under GAAP)

I believe that means that there was a 2.7 billion shortfall between operating expenses and revenue

As a former postal employee let me tell you, the US government funds 0% of the postal service. They get revenue to operate through sales alone.
