In general, yes. They can absolutely march on the streets. The government can only regulate the time, place, and manner of the speech.

This is being tested mightily by the crackdown on the various protests.

The theory is the best counter to speech is speech, which is why it is absolutely essential that videos like the one above are disseminated far and wide and praised for what they are. They show the proper societal reaction to anything Nazi. There is absolutely no acceptable other reaction.
