okay so you get enough members for a quorum. and somehow you get a quorum call to establish that. at what point is Mike Johnson in the house, for example not allowed to just not call the chamber intercession. as he has done before

I'm not sure you can even have a quorum call if the house is an in session. and Johnson will never call the house intercession over this. and it's him there is no check, there is no balance
