They are going to use Trump as a scapegoat. This is a regency not a presidency. Like George III, the regents are in control. They censor the information Trump gets and give him advice to get him to do what they want. Then they claim the decisions are solely his. Trump is a meat puppet.

The upside about using a dying meat puppet as a scapegoat is that they assume he’ll die with their secrets.

They’re like the Privy Chamber or, in American, the Toilet Cabinet. They have close physical contact to the President without a paper trail or recordings to document what they tell him.
