I think it's probably a situation where you have to weigh weigh whether or not you have enough of a story to actually take them down without victims on the record. It can be a sort of "if you aim for the king you best not miss." A story that isn't taken to be credible can ruin the life of a victim.

People have a hard enough time believing victims when they present their faces: it's much harder to get people to believe you when there's no name or face and just unsubstantiated rumors. If you take that agency away from victims and then it's not believed, that's just harm.

I don't see how people not liking a truth is harmful enough, a reason enough, to not expose the truth of active, ongoing harm
