He literally tried to kill as many people as he could in his City, over an issue that he himself created. He had a small problem related to his sewage, the company next door offered to help him, he refused, demanded they buy his property, they agreed at the price, he increased the price insanely

They were nice enough to agree to the insane price that he was asking, so then he decided to change up and ask for millions extra, they said hell no because that's fucking stupid. So he tried killing everybody in a nursing home, and destroyed other buildings in his City, hoping people were in them
