She didn't even prosecute that many weed crimes. The number of people incarcerated for marijuana in California fell every year she was in office.

That’s right! They can’t pick and choose and, at the time, weed crimes were just that: crimes. The incarceration rate for simple possession went WAY down under her leadership. And, of course, her Back on Track program was so innovative.

They literally can pick which crimes to prosecute and which to disregard. It's called prosecutorial discretion.
