There was a change to the tax code in 2017. It went away in 2022 or so. The impact was that a certain type of worker (R&D, e.g. all SWEs) now cost a minimum of about $30k more per year in company tax burden, compared to it balancing out and not costing any extra before.

It's also why the white house went crazy shutting stuff down early on in the admin (and still today). Also the tariffs.

That tax bill is due, so they'll cut snap, usaid, whatever to avoid having to raise taxes (that the wealth class would also have to pay) to make up the difference.
