Aren’t most of the “emergency” government subsidies on the consumer side — e.g., excise-tax reductions or holidays? What new ones are directly going to fossil fuel companies?

There are a few examples of sellers just raising prices once the tax cuts come in - so that just ends up as money in the pocket of fossil companies instead of the government coffers

Depends on the timing of the changes in world prices, no? For example, at the same time that the tax cuts go into effect, spot oil prices rise. That the companies then raise their own prices is not a “subsidy” to producers (sellers of any other product would behave the same), … .
