Why would he ever worry about consequences? He's never had to face them. FFS, his nickname is "Teflon Don", because nothing sticks. And since the Supreme Court declared that nothing he does in the role of president can be criminally prosecuted, he has complete and total free reign.

That's just the thing of it though: he didn't even worry about consequences before. He's never actually had any trouble with *any* of the things he's done, so he floats through life believing that whatever he does is perfectly okay. Good, even.
