That thought is pretty much exclusively a vatnik cope. Of course those Ukrainians couldn't achieve such an impossible feat as to program a NATO missile to hit a building without NATO help. We're only getting fucked up because of British/French personnel.

Good missiles are, in fact, easy to program.
