It doesn't even lie though, that's the thing, it procedurally generates text based on a statistical model with no reference to meaning at all

It cannot tell the truth or lie, for the same reason a ouija board can't or a shaken up bag of Scrabble tiles can't; it's just far more likely than either of those two methods to generate natural sounding, conversational text
