Out of Step is the only studio album by hardcore punk band Minor Threat, released in April 1983 on Dischord Records.

I'm not sure if it's fair to say that Minor Threat & the other DC bands on Dischord had a hard time cracking my native Baltimore, 60-odd km to the NE, as I was away at university in upstate NY. But at least 1 B'more band recorded a song called "I Hate DC," a common sentiment among Baltimorons then.

I didn't suffer from parochialism, so I liked the Slickee Boys, a DC act managed by the Skip noted on the album cover. The late Skip Groff--DJ, producer, label boss, record store owner--also guided Ian McKaye's Teen Idles.
