There is a Western version, starting this year, that does allow Eevee. Japanese 狐ポケモンの日 is a NGイーブイ day due to canon

greedent day is because 4 is yon, 9 is kyuu/ku, greedent is called yokubarisu so 4/9 kind of fits the pronounciation (this is called goroawase)
not sure about fox day though
