This should apply everywhere in public. I often want to punch people in the back of the head when I walking behind them on the sidewalk with my dog when they suddenly stop to look at their phone. I want to punch them repeatedly if they saw me and still stopped.

i think actively smashing it is a little harsh. but for sure knock it out of your hand, and then whatever happens after that is up to gravity

Or you are allowed to shout, "Outta the way, Glowface!"

If you're walking slowly and sorta veering around because you're looking at your phone, I should be allowed to knock it out of your hand while shouting "Walk, goddammit!"
