I think when you recall the govt almost voting to fill the Royal & Grand canals in for use as roads, or the massive motorway that would have annihilated large parts of D8 & D7 but ran out of $ (leaving only Bridgefoot St an orphaned freeway), it begins to fall into place a bit more clearly.

Oh yes. I think they did this in the Netherlands and other places too, but reversed out of it.

Also the bypass/motorway through Booterstown onto the seafront and then across to the Port Tunnel.

There used to be a canal going up to the Guinness brewery.... sometimes I imagine how lovely the Liberties would be in summer if they hadn't filled it in to make a fucking road back in the 60s.

In part the reason Dublin is still a borderline livable and human place to live is because successive govts kept running out of money for their schemes to turn it into a dystopian LA hellscape of freeways, or more recently, apart-hotels. I have high hopes that the coming recession will save us again
