Steam was never going to do anything to alienate publishers despite having enough power to totally ignore them. Hell world of the path of least resistance towards even more money.

In the meantime we could probably use user tags until steam removes them for being mean to poor little corporations.

Figured it was a matter of time.

Publishers and devs are pushing this "We only use it for concepting! We only use it for spreadsheets! We only use it for e mail!" line for a while now.

It's the "it's just cosmetics!" of the AI world.
