In these crises the Democrats never lead anything. They stand in fear, quaking before the right as they get thousands killed. The party always has to get dragged to the right position, its default is fear and stasis.

1/ But I think that what actually drives them is the desire for power. Especially when in the minority, Dems in congress kowtow to the concerns of its "most vulnerable" members, under the assumption that they have to retain those seats to become the majority party, and centrism is the answer.

2/ (also, of course, most of the fat cat donors are more than happy for the party to tack to a "center" that is constantly shifting toward the right-- and Dems officials would rather suck up to one person with $10K to give than serve the needs of 1000 people with $10 to give.)
