The NDAA from last December will automatically register men for the Selective Service System (SSS) in December. This change is administrative and does not reactivate the military draft which is legislative. Equating SSS to the draft is inaccurate.

The SSS gives them the names to use when they do reactivate the draft. At some point, if the felon is still alive that long, this war in Iran will likely trigger them needing to draft kids to fight in another hopeless and pointless war. He will never get enough volunteers.
