"He has obstructed the Administration of Justice, by refusing his Assent to Laws for establishing Judiciary Powers."
Becomes:
Has Donold obstructed the Administration of Justice, by refusing his Assent to Laws for establishing Judiciary Powers?

I might add that the grievance list in the Declaration of Independence is a clear enumeration of a subset of "High Crimes and Misdemeanors" the constitution did not delegate them because they were criminal agreviences of an autocratic monarch not a citizen.
