It could be. Personally I would be more protective of people without a frame around them built to protect them in the event of a collision but you could be right.

Drivers are typically responsible for their own predicament, and furthermore modern cars have very generous crumple zones and airbags for driver protection. I expect bollards to be designed to fully prioritise the safety of pedestrians, who lack such protections.

That would be protecting the wrong people. The cars all have various crumple zones and airbags to protect the occupants.
