This presupposes that nobody is looking. Why would you think that nobody is looking (both from your own government and foreign governments)?

Because that's how it has worked with literally every single bit of embezzlement in recent Russian business and military history?

Either people aren't looking, or those that are are cut in.

Aside from "but it's nuclear", I see nothing that would immunize the arsenal from the same rot?
