What I can say here is that yes, it matters. The states we deter with nuclear weapons, *and the allies we assure with those same nuclear weapons*, take note of it. They are very smart. They know that weapon aging is of major interest to us, we publicize that. And they do their own science too.

I want to throw one other parting remark in here though. Running through all this is an assumption that the list of military capabilities has to stay fixed at what we had in 1991, or really, the limited capabilities at the end of the PNIs and after all the Obama cuts. And I think that's wrong.

1991 was 35 years ago. 2016 was a decade ago. Requirements for deterrence change. The capabilities and behaviors of hostile states change. In fact they've changed a great amount while we were standing still. Our conventional arms have evolved plenty. Why not nuclear?
