Is it an organisation? Is it ran by the government? If yes and no, then it's an NGO.

yeah but i doubt they're influential enough to count. NGO technically covers any non-government org (i work for two of them atm) but ime when people say NGO they usually mean some kind of internationally funded charitable project. i'd expect a NGO with "reach" to be, like, a UN partner org.
