I swear I'm not trying to be Captain Bringdown on purpose but if this is true... well, yikes. And yes I know there's the matter of state charges but damn...

The Framers gave Congress the sole authority to define laws to be obeyed by everyone. If the President has the power to incite new crimes by effectively announcing future pardons now, he has the power to abrogate all laws.
